4 p.m. July 29th at Celebrations in Pomfret, if anyone would like to attend a meeting on Tourism in NE CT.</p>
<p>Minutes: Danny Goyette made a motion to approve and accept the June 9, 2010 minutes as presented. Seconded by Karen, Motion carried.</p>
<p>Treasurers Report:  </p>
<p>Theater Event: August 6th Need to sell tickets!  Christina reported we have only sold 38 tickets, and it’s 3 weeks away.  Pre-show reception included in the Congregational Church Parking Area including food and raffles.</p>
<p>Pumpkinfest: Karen reported Saturday 23rd is the date for the train and main events.  Next meeting is Wed. July 21st at 11 a.m. at WINY.  Crafters will be throughout the town instead of Rotary Park.  Same events as last year plus possibility of pumpkin Olympics, scavenger hunt, and a flower show.</p>
<p>Auction: Monday, October 4th @ The Courthouse.  Sports memorabilia and services will be offered.  Ron will be looking for help.</p>
<p>Subcommittees:</p>
<p>PR and Marketing: Jerry reported the team has set up a subcommittee for the local businesses in the downtown area.  They want to meet with Delpha about the façade program.  The 1st Wed. of every month is the main marketing committee meeting at VSC.  The map is still in the works.</p>
<p>Membership Update:  We have 110 members and about 25-30 members have not renewed.  New businesses needed.  Membership drive in September is planned.</p>
<p>By-Laws:  Still pending.</p>
<p>PBA Mixer: Summer &#8211; Smith Bros.Tire &#038; Putnam Chrysler will try to put something on.</p>
<p>New Openings: Habitat Restore &#038; Camille Couture</p>
<p>Announcements:<br />
- August 18, 2010 – Speaker Det. Justin Lussier. He will speak on shoplifting prevention.             8:30 @ VSC.  Includes additional services offered by the Putnam Police Dept.<br />

- Putnam Pride and Putnam Police have purchased 10 pole banners for $300 each.  Add-ons are $150 each.  Call Ricky if interested.<br />

These events offer an opportunity to view and purchase the work of local and regional artists, plus enjoy demonstrations, an opportunity to meet the artists, live entertainment and hands-on activities for all ages. The first Gallery Stroll will be held on <strong>Saturday, June 19th from 1:00 &#8211; 5:00 p.m.</strong> with a full schedule of activities among the four galleries. Come out for an afternoon of creative fun in Putnam!</p>
<p>The <strong>Sochor Gallery at Arts &amp; Framing (</strong><strong>112 Main St.</strong>) will host an exhibition of Woodstock celebrity Caroll Spinney, six-time Emmy award winner for personifying Big Bird and Oscar the Grouch on Sesame Street. Spinney&#8217;s work will include original watercolor drawings and prints The Sochor Gallery is the only place in the world where you can purchase his originals!  You can meet the famous puppeteer and accomplished artist (and have him personalize a drawing Big Bird or Oscar the Grouch) between 1 and 3PM. In addition, Lyn Landry, from SunRun Garden in Thompson will feature her beautiful tie-dye scarves and hand woven articles.</p>
<p><strong>Silver Circle Studio</strong> (75 Main St. Suite 3) will offer an exhibit/silent auction featuring &#8220;Me&#8221; by Jean-Paul Jacquet of Pomfret, plus work by various artists will be shown in Silver Circle&#8217;s retail space as well as &#8220;Art Alley,&#8221; an indoor passage between 85 Main, Bella&#8217;s and Silver Circle.  Brooklyn Elementary School&#8217;s &#8220;Masterpiece Art&#8221; contest winners will also be displayed in Art Alley. Local artist demonstrations include Arrik Kim with wood carving techniques from 1-4pm, Natalie Gillihan Scafidi creating ceramic jewelry molds at 1:30 pm and acrylic painter Susan Rosenstone Larrow with an artist talk at 3:00 pm. Face painting and craft activities for kids, as well as Silver Circle children’s student show, will be ongoing in the downstairs studio.</p>
<p><strong>Sawmill Pottery</strong> (112 Main St. #14) owner Dot Burnworth will offer participatory wheel throwing demos at 2:00 pm.  Come to watch or jump in and give the wheel a whirl. She will also have free Paint-Your-Own Pottery time all day (just pay for materials &amp; firing). Sawmill Pottery&#8217;s popular Sidewalk Chalk Competition will be held between 10AM-3PM with judging between 3-4PM. This is free to the public &amp; fun for all ages: just sign up and get a number at Sawmill Pottery and use their chalk or bring your own.  Prizes will be awarded to the Best Adult, Best Teen, Best Under 12, and Best In Show.</p>
<p><strong>GalleryByTheFalls</strong> (112 Main Street) GalleryByTheFalls&#8217; owner Tim Oliver will give a mosaic demo using egg shells in the Atrium of the Montgomery Ward Building from 1-5 pm. In addition, the Saxman (Al Dziedzic) will perform from 1:00- 2:30 pm on the sidewalk in front of the Montgomery Ward Building, and from 3:00 &#8211; 5:00 pm visitors can enjoy acoustic music with Jay Dumas and Bill Peabody.</p>

<p><span style="font-family: Arial; font-size: small;">Many have heard of the recent funding award from the CT Main Street Center, through the CT Commission on Culture and Tourism.  This unique opportunity will allow the stakeholders of Putnam to be part of several visioning sessions moderated by professional planners.  There are two major goals of the project.  The first goal is to develop a unified and shared vision for the development, redevelopment, and enhancement of Downtown Putnam.  This vision will encompass issues of land use, traffic flow, parking, pedestrian pathways, signage, building facades, and business promotion.  The second goal is to translate this vision into concrete action steps that can be undertaken by the Town of Putnam’s regulatory entities including Planning Commission, Zoning Commission, Central Services District, Mayor’s office, Community &amp; Economic Development Office, as well as by the Downtown, Zoning Boards of Appeals, Putnam Police, business-owners and land-owners. </span></p>
<p><span style="font-family: Arial; font-size: small;">Working with a community development planner and public participation consultant, the Community Economic Development Office will undertake the following activities:</span></p>
<ul type="DISC">
<li><span style="font-family: Arial; font-size: small;">Convene 3 workshop sessions addressing the qualities of Downtown Putnam relative to the Town’s and stakeholders’ vision for revitalization of that area</span></li>
<li><span style="font-family: Arial; font-size: small;">Develop a summary of the meetings and a shared “vision” for the revitalization of Downtown Putnam</span></li>
<li><span style="font-family: Arial; font-size: small;">Develop a list of action steps that can be taken by the Downtown merchants and by the various regulatory and governmental bodies that have authority and involvement in the Downtown area. (includes all walkable /abutting commercial areas)</span></li>
</ul>
<p><span style="font-family: Arial; font-size: small;">The Putnam Plan of Conservation &amp; Development (PoCD) speaks to the importance of a vibrant downtown.  Putnam has been growing in activity, thanks to number of active business owners and a high level of commitment from Town agencies and the office of Economic and Community Development. </span></p>
<p><span style="font-family: Arial; font-size: small;">It is crucial that all Boards and Commissions, business and property owners, and stakeholders be part of this process. The sharing of information and the collaboration on a vision and plan moving forward is a critical component to the success of the Downtown area and its property owners and clients. </span></p>
<p><span style="font-family: Arial; font-size: small;">One of the major deliverables of this project will be a list of specific and concrete actions that can be taken by the stakeholders. There will be proposed regulatory changes, zoning changes, parking enforcement proposals, streetscape design changes, and numerous other “implementation priorities” to help move from a vision for Downtown revitalization to its realization.  The entire purpose of the proposal is to unify a vision and to develop the steps for the realistic achievement of that vision.</span></p>

<p><strong><span style="text-decoration: underline;">Bylaws</span></strong>- Steve Adams is reviewing and adding Associate Memberships.</p>

<p><strong><span style="text-decoration: underline;">Power Solutions Group Presentation</span></strong></p>
<p>Matt Fagan and David Coderre presented on power savings. The presentation included information on deregulation. CL&amp;P no longer makes electricity they just supply it, which makes it more expensive. You can switch for a variable rate on a time limited contracts. It averages about one monthly bill savings per year.</p>
<p><strong><span style="text-decoration: underline;">REMINDER</span></strong>: Members can come to meetings early to socialize.</p>
<p><strong><span style="text-decoration: underline;">Correspondence</span></strong>- Country Kids sent a letter to Ron Coderre with their membership. Although they cannot attend meetings they want to support the PBA.</p>
<p><strong><span style="text-decoration: underline;">Mixer Recap-</span></strong> Over 100 attendees. Thank you to our local restaurants for the great food. Thank you to Rick Place and Danny Goyette for their hospitality.</p>

<p><strong><span style="text-decoration: underline;">Credit Card Swipe Program-</span></strong> See Ron for letters and forms if you are interested.</p>

<p><strong><span style="text-decoration: underline;">Putnam Police Department and Pride Program </span></strong></p>
<p>Romeo Blackmar thanked the PBA for joining forces with the Police Department for this program.  Rick Hayes will sign up businesses who are interested in signing up for the sticker program.  March 25<sup>th</sup> for parents and students from 5-7 p.m. there will be an educational program.</p>
<p><strong><span style="text-decoration: underline;">Memorial Day Parade</span></strong>- Businesses who are interested should please enter a float or get involved. Barney Seney thanked members of the PBA for their support.</p>
<p><strong><span style="text-decoration: underline;">Earthfest Update</span></strong>- Christina Anderson reported the clean up is April 24<sup>th</sup> with an Earthfest celebration after the clean up. They will meet at 10:00 a.m. at Rotary Park. The Town of Putnam will provide trucks for trash pick up. Looking for sponsors for Earthfest to help defray expenses. <p><strong><span style="text-decoration: underline;"> </span></strong></p>
<p><strong><span style="text-decoration: underline;">Main Street</span></strong><strong><span style="text-decoration: underline;"> Banner</span></strong>-The Executive Committee voted to partner with the Town Economic Development to purchase a banner to hang in downtown. It will read “Putnam is one of the best 15 Towns in New England.”</p>
<p><strong><span style="text-decoration: underline;">Theater Event August 6</span></strong>- Grease- 350 tickets at $4,000 to buy. Sam Crawford will coordinate selling tickets. Tickets will sell for $25.00. We can make $4,000 profit! Need 3-4 volunteers to coordinate food and other events for the evening. Call Ron to offer assistance.</p>
<p><strong><span style="text-decoration: underline;"> </span></strong></p>
<p><strong><span style="text-decoration: underline;">Doug Cutler</span></strong> spoke on the water situation in Putnam. Doug shared the town is looking to provide adequate water. CT new regulation controls how much water can come from the Little River. We have wells, but they are in negotiations with CT Water to provide 800,000 gallons if needed. Over a ten year period it would cost one million dollars. Town Meeting Thursday 3/18/10 for a vote to begin this project. Conservation efforts are also underway.</p>
<p><strong><span style="text-decoration: underline;">Business Announcements </span></strong></p>
<p>Visitors for downtown Putnam- Delpha shared the town is working with consultants to better the Town of Putnam. PBA members are encouraged to participate on March 22, 2010, April 13, 2010, May 18, 2010. (see flyer for more information)</p>

Ron thanked the group for a great 2009 year and reviewed the years events and programs.  Ron thanked Christina Anderson again and mentioned the President’s Award she received in December.  Pat Savulis and Linda Lamoureux were given an appreciation Presidents Award for their work on behalf of the PBA.</p>
<p>3. Minutes from 12/9/09; Jim St. Jean made a motion to approve. Barbara Goloski seconded the motion. Motion carried.</p>
<p>4. <span style="text-decoration: underline;">Financial Report</span>:  Martin Fey made a motion to approve, Bob Fournier seconded the motion. Motion carried.</p>

<p>Present: I didn’t get the attendance sheet.</p>
<p>Ron opened the meeting at 8:35 am after a social hour with coffee and baked goods supplied by Victoria Station.</p>
<p>Introductions</p>
<p>Bruce Dexter, new owner of 88 Main Street, discussed the recent renaissance of Putnam as a destination and how that led to his decision to buy the building.  He talked about the various steps that will be taken to renovate the building and how he hopes the projected space will be used.  The Sawyer School is interested in utilizing the upper two floors for classrooms and offices, and the ground level will be good retail and restaurant space.</p>
<p>A question and answer session led to a discussion of safety in the Old Towne area, primarily pedestrians crossing Route 44. The renovation of the LaPointe building contingent to 88 Main was also discussed. Several business owners attested to the reliability of Mr. Dexter and his company and expressed their support for the project.</p>
<p>Finance- PBA ends this year in the black with a balance of $2,000+.</p>
<p>Membership- The membership drive will continue next year.</p>
<p>PBA Mixer- Planning for another mixer will also be underway next year.</p>
<p>Ron thanked all the participants in the Holiday Dazzle Light Parade and Holiday Stroll.</p>
<p>Ron spoke briefly about the January Thaw campaign, consisting of 26 businesses participating in a postcard marketing project.  The businesses will give a discount of 10% to customers with postcard.</p>
<p>Delpha Very’s department will be giving businesses the opportunity to take part in a survey built around the assets and challenges of doing business in Putnam and how Community Development can assist them with those challenges. She is also working on a community wide visionary project to plan for the future of Putnam.</p>
<p>Karen Osbrey invited businesses to take part in the holiday decorating contest and talked briefly about signage in the Town of Putnam.</p>
<p>Ron closed the meeting with a President’s Award, given to Christina Anderson this year for her loyalty and hard work.  He thanked the group for the attendance at the meetings this year and gave holiday greetings at all.</p>
<ul>Many thanks to Priscilla Colwell for taking the minutes in my absence this month.  I wish everyone a very happy and blessed holiday season.</ul>

The top priorities are generating a tourism map for Putnam and other marketing areas, such as the continuation of the WINY advertising campaign and the possibility of some TV ads. As you can now see, we&#8217;re improving our website and we&#8217;re also working on generating an e-Newsletter. Stay tuned for great things to come from the PBA!

<p style="text-align: left;">Publicity-was good- earlier in 2010</p>
<p style="text-align: left;">Bands were great.</p>
<p style="text-align: left;">A great day was had despite the weather.</p>
<p style="text-align: left;">Signage Program- project for spring, fashioned after the Killingly program.</p>
<p style="text-align: left;">►Subcommittees:</p>
<p style="text-align: left;">PR/Marketing- Tony Chabot reported to the group he is working on a map of the area, budgeting and a 2010 marketing program.</p>
<p style="text-align: left;">Elliot requested the logo for PBA be made into small door signs or decals for business members to display.</p>
<p style="text-align: left;">Membership:109 members- there will be a combination invoice designed for members for next year. Elliott will look into associate memberships.</p>
<p style="text-align: left;">► Holiday Stroll- Christina Anderson and Committee are meeting. The stroll is every Friday from Thanksgiving to Christmas. Shops open late till 9:00 p.m.</p>
<p style="text-align: left;">Meeting this Friday 2:00pm- Victoria Station Café on 11/13/09. Decorating Contest for businesses per section. Willie Bousquet will provide wreaths for the businesses. Karen Snow offered to help decorate businesses. Marie Beecham asked to have a decorating committee for her area of town. Dot Burnworth discussed using art on the sidewalks.<br />
►Calendar 2010 – Events to Linda L.</p>

<li>Holiday Dazzle Light Parade- Danny Goyette is donating a truck.  Banners will hang on the side. Victorian era theme.</li>
<li>Next Mixer- A non-for-profit needs to sponsor the liquor license in February.</li>

<p style="text-align: left;">►New Business-Jerry Cohen suggested having speakers at the meetings, could be members. Ron agreed but have as a separate meeting due to time constraints. Discussion ensued about how to market ourselves to each other.</p>

<p style="text-align: left;">Ron suggested having a social prior to the next meeting at 8 a.m.</p>

According to a reflection by Nelson on Earth Day’s 10th anniversary, “When April 22, 1970 dawned, literally millions of Americans of all ages and from all walks of life participated in Earth Day celebrations from coast to coast.” (EPA Journal, April 1980)</p>
<p>Organizing the the townwide clean up in Putnam is part of the Putnam Business Association’s commitment to community improvement with beautification events. The group has established itself as an orgnaization to be both a forum and a promotional vehicle for the town’s business districts. Made up of actively participating business<br />
people from throughout Putnam, equally important to the group are promotional campaigns including unified advertising and other non-partisan means that encourage the growth and success of Putnam as a reginal business center. Their overall goal is to improve the community upon which the businesses depend. In May, the Putnam<br />
Business Association will host a “Putnam in Bloom” Day where members will plant flowers in beds, planters and pots throughout the city.<br />
